National Village and Community Halls Network


This is the third Bulletin from the National Village and Community Halls Network.  

In excess of 300 halls have signed up so far; thank you for your support and please encourage other hall committee members and halls to sign up. Send us any thoughts and comments and we will share them with the other village halls and interested organisations that have signed up. For now please use this email address.

We would like to thank the National Village Halls Forum Executive Committee for all their hard work and for continuing to work with us to develop the National Village and Community Halls Network.

National Village and Community Halls Network's 4 Priorities

We would still like your views on our 4 priorities:
  • VAT on extensions and alterations and the possibility of a VAT Refund Scheme.
  • How funding might best be sought for capital improvements. 
  • The delivery of long-term advice and support for volunteers managing buildings.
  • The disproportionate charge for music copyright licenses where music is rarely played.

Charity Governance Code 


Charity governance has been in the spotlight since the Code was last updated in 2010. There have been significant developments in what is expected of charities, their practices, and the legal framework in which they operate.   As part of its long-standing dialogue with charities, the Code of Good Governance Steering Group has developed a draft new Code to reflect these changes, and to contribute to strengthening charities’ governance. Charity Tax Group - IPT increase

One of the headline announcements in the Autumn Statement was that the standard rate of Insurance Premium Tax (IPT) will rise to 12% from 1 June 2017 (it is currently 10%). IPT is a tax on insurers and so any impact on premiums depends on insurers’ commercial decisions, although providers usually pass on these costs. Charities do not benefit from an exemption so will be impacted. A sample of 30 charities in 2010/11 found the total cost of IPT (then at a rate of 5%) was £591,000.

Rural Community Buildings Loan Fund

If you are considering undertaking a project, just started work or halfway through and you need a little more funding then it would be worth considering a loan from the Rural Community Buildings Loan Fund.  There is an easy to complete application form, low interest rate and a flexible repayment programme.  For more information contact your local ACRE Network member.

When members of this Network signed up they agreed we could share their contact details with other hall committees and members.  However, when we sent out the link to the CTG Survey on IPT we put the list in the cc box and this particular email could have been sent using the bcc box as we didn't need comments.  Thank you to those of you who pointed this out!!
