Coming Soon: New Resources for Special Education Transportation
In response to your feedback, OSSE is rolling out two new resources to help ensure all eligible students have access to transportation on their first day of school.
Special Education Transportation Roster: We heard from many of you that accessing accurate, up-to-date information for students receiving transportation was a pain point last year. In response, we have created a new application in Qlik that will enable LEAs to see daily student transportation details including AM pick-up time and address, PM drop-off time and address, and route number. Keep an eye out for the application’s release and information about how to access it, coming very soon on our Start of School Transportation Page.
LEA Reimbursement Policy: This year, OSSE is introducing a new policy to reimburse LEAs for transporting eligible students to and from school at the start of the 2017-18 school year when an LEA is unable to arrange OSSE DOT transportation for a newly enrolled student at no fault of its own. In order to be reimbursed, an LEA will need to submit a TRF for the student and proof of mileage incurred as well as demonstrate the student’s attendance and access to the student’s record in TOTE fewer than 10 business days before the first day of school. The full policy will be available on our Start of School Transportation Page soon.
2017 Federal Fiscal Year ESEA and IDEA Phase II Application Release and Technical Assistance Update
The Phase II ESEA consolidated application and IDEA Part B application are expected to be released in the Enterprise Grants Management System (EGMS) next week. LEA leaders will receive individualized allocation memos identifying the amounts of available funds for their LEAs. Once allocations are finalized, OSSE will send any changes to LEAs. In addition, OSSE will notify LEAs of any instances in which they will be directed to use IDEA funds to address identified noncompliance. LEAs will receive this information via a separate addendum.
To support a smooth application process, and the effective transition to ESSA, OSSE is providing a series of optional training and technical assistance opportunities. Please see below for details about webinar topics and dates and times.
New Resources to Help Answer Your Data-Related Questions
OSSE is excited to announce new resources to help LEAs and schools with data-related needs during the 2017-18 school year.
DAR Liaisons: Each LEA has been assigned a dedicated staff liaison from the OSSE Division of Data, Assessment and Research (DAR).
OSSE Support Tool Office Hours: LEAs are welcome to come to OSSE in person between Aug. 4 and Oct. 5 every Tuesday and Thursday between 12-2 p.m. to discuss data-related questions in person with DAR staff. A senior DAR staff member will always be on call during office hours.
OSSE Support Tool Escalation Plan: Data-related support tickets that have been in the OSSE Support Tool for five or more business days will automatically be escalated to senior DAR staff.

Online Residency Application Tool
OSSE’s Office of Enrollment and Residency, in partnership with the Office of Tax and Revenue (OTR), is excited to officially launch a new Online Residency Application. Instead of needing to visit OTR in person to receive a certified copy of tax information, parents/guardians of re-enrolling students and re-enrolling adult students now have the option of validating their District residency via this online tool.
Once a child or adult student has been successfully certified through OTR and matched in SLED, school registrars and enrollment personnel will be able to see a residency validation flag in the student's record in SLED which confirms that District residency is verified for the 2017-18 school year. Please note that the tool does not completely eliminate the need for parents to make a trip to the school; parents will still need to complete and sign the DC Residency Verification Form 2 if they use this method to verify residency.

Global Education Forum: Combating Hate Incidents in Education
American University’s Fall 2017 School of Education Global Education Forum (GEF) invites all to attend a panel of leading global experts on hate crimes and educational interventions. This event aims to disentangle the role educational institutions, including schools, have in combatting hate incidents and promoting tolerance and respectful coexistence across diverse communities. The event will take place on Thursday, Sept. 7, 2017, from 5-7 p.m. at the McDowell Formal Lounge, American University main campus.

21st Century Community Learning Centers (CCLC) FFY17 Competitive Grant Competition Expected to Open Aug. 18, 2017
The revised Notice of Funding Availability for the 21st Century Community Learning Centers grant was posted in the DC Register on Aug. 4, 2017.
Eligible entities include LEAs, community-based organizations, faith-based organizations, Indian tribes or tribal organizations, other public or private entities, or a partnership/consortium of two or more such agencies, organizations, or entities. The total funding available for 21st CCLC awards is $7,997,465.51. The Request for Application (RFA) is expected to be released on Friday, Aug. 18, 2017 and applications will be due Friday, Sept. 29, 2017. Information regarding this competition will be made available through the LEA Look Forward, OSSE's Enterprise Grants Management System (EGMS), OSSE's website, on the Office of Partnerships and Grant Services website, and through the PCSB Wednesday Bulletin.
Two in-person pre-application technical assistance sessions will be held at OSSE. Please note that seating will be limited so please limit the number of staff registering and attending the in-person session to three or fewer.

Nominate a Teacher for 2018 District of Columbia Teacher of the Year
OSSE is currently accepting nominations for the 2018 District of Columbia Teacher of the Year award. We are encouraging all public schools in the District of Columbia to nominate their top teachers to be considered for the 2018 award. OSSE is seeking nominees who demonstrate an innovative overall approach to instructional excellence, have gone above and beyond the call of duty, and inspire academic growth in their classrooms. The 2018 DC Teacher of the Year will receive a $7,500 unrestricted award to recognize their outstanding teaching service and performance, as well as an additional $1,500 award to support travel to national conferences, workshops, and other professional development opportunities during the one-year DC Teacher of the Year term. The runner up will receive a $1,500 unrestricted award.

SAT School Day Bulk Registration
OSSE will once again coordinate bulk registration for SAT School Day on behalf of all LEAs. Bulk registration involves OSSE submitting student rosters for the SAT to College Board, which generates printed labels for students to use on testing day. Bulk registration does not replace test ordering, which LEAs must complete on College Board’s test ordering site.
In order to ensure optimal accuracy in the rosters OSSE submits, LEAs will be provided an opportunity to review their files. Please be advised of the following SAT bulk registration timeline:
- Sept. 13 - OSSE shares individual LEA files through secure site with SAT School Day coordinators for review
- Sept. 15 - LEAs check roster accuracy, including verifying the grade levels of students, and return rosters to OSSE
- Sept. 18 - OSSE submits final bulk registration files to College Board

Key Application Dates and Deadlines
All applications are due to OSSE by Oct. 20, 2017. OSSE will begin its review of applications as they are received. Completed Phase II applications will be reviewed on a rolling basis. Phase II applications must be approved in order for LEAs to access funds. The first date to submit reimbursements for funds, pending timely Phase II submission and approval, is Oct. 1, 2017. LEAs with an ESEA allocation that have not successfully completed the Phase II application by Dec. 31, 2017 will be at risk for losing the funding. Any ESEA funding unobligated by this date may be reallocated to other LEAs in order to ensure appropriate use of funding based on identified need.

To support a smooth application process, and the effective transition to ESSA, OSSE is providing the following optional training and technical assistance opportunities. Each webinar will be offered multiple times throughout August and early September. Click each webinar title for dates and times and to register:
- FY 2017 ESEA Consolidated Application (Conapp) Webinar (2 hours) - This session will provide participants with key updates to the Phase II ESEA application informed by ESSA, provide an overview of the application process, and clarify key timelines.
- FY 2017 IDEA Application Webinar (1 hour) - This session will provide participants with key updates and changes to the Phase II IDEA application, provide an overview of the application process, and clarify key activities and timelines.
- Conducting a Title I Schoolwide Program Needs Assessment Webinar (1 hour) - This session will provide participants an overview of the Title I, Part A schoolwide program and outline the process for conducting a needs assessment for schoolwide programs.
- Understanding Evidence-Based Practices Webinar (1 hour) - This session will provide participants with an overview of evidence-based practices informed by ESSA, offer resources for identifying appropriate practices, and provide an outline of the process for identifying evidence-based practices.
- Effective School Improvement Planning Webinar (1 hour) - This session will provide participants with an overview of school improvement activities outlined in ESSA the process for organizing and developing school improvement plans.

FY 2018 DC Community Schools Incentive Initiative Grant Notice of Funding Availability
OSSE is pleased to announce the release of the Notice of Funding Availability (NOFA) for the OSSE Community Schools Incentive Initiative Grant.
Grant funds will be used to establish seven community schools in the District of Columbia, as defined by the Community Schools Incentive Act of 2012. The overall goal of the grant is to provide resources that will enable eligible consortia to create and enhance community-based partnerships, develop a framework for continued funding as well as ongoing evaluation of program success.
Available Funding for Award: The total funding available for fiscal year 2018 (FY18) is $1,240,027.32. An eligible consortium may apply for an award amount up to $177,146.76 and shall be eligible for continued funding for two additional years, subject to available appropriations. OSSE has funding available for a maximum of seven awards.
Length of Award: This is a multi-year grant program to begin in FY18. Successful applicants shall be eligible for three years of grant funding subject to available appropriations.
Eligibility: OSSE will make these grants available through a competitive process to eligible consortia. As defined by the Community Schools Incentive Act of 2012, an eligible consortium is a partnership established between an LEA in DC and one or more community partners for the purposes of establishing, operating, and sustaining a community school (DC Code § 38-754.02(3)). An eligible consortium must demonstrate the ability to provide additional eligible services that did not exist before the establishment of the eligible consortium (DC Code § 38-754.03).
The request for applications (RFA) will be released on Friday, Aug. 18, 2017. The RFA will be posted on the Office of Partnerships and Grant Services website, OSSE’s Community Schools Incentive Initiative website and OSSE’s Enterprise Grants Management System website.

The Fourth Annual DC Parent & Family Engagement Summit
OSSE invites parents and families of public school students in the District of Columbia to attend the 2017 DC Parent and Family Engagement Summit. The purpose of the conference is to work in partnership with parents and families to effectively implement DC's state education plan. Parents and family members are essential to the successful implementation of the state plan and play a significant role in ensuring that the educational needs of the community are addressed effectively.
Please join OSSE on Saturday, Sept. 16, 2017, from 9 a.m.-3 p.m. for the Fourth Annual DC Parent and Family Engagement Summit at the Walter E. Washington Convention Center, 801 Mount Vernon Place NW. The convention center is accessible using Metro Yellow and Green lines.

The Notice of Funding Availability for the Facilities grant (for charter schools) and Third-Party grant (for nonprofit charter support organizations) was posted in the DC Register on July 28, 2017. The requests for applications (RFAs) were released on Aug. 11, 2017 and will be due Monday, Sept. 18, 2017. Information about the SOAR competitive grants is currently available on the OSSE website. As a reminder, all applications must be submitted through EGMS. More information about EGMS can be found at grants.osse.dc.gov.

English Learner Point of Contact (EL POC) Monthly Webinar Launch
OSSE is pleased to invite all LEA English Learner Points of Contact (EL POCs) to participate in the launch of our 2017-18 school year monthly webinar series related to EL programming, instruction, and assessment. Join us for a special start-of-school kickoff session, co-hosted by the English Learner Programming and Special Populations Assessment teams, where participants will learn about:
- EL identification procedures
- Changes to English language proficiency (ELP) screeners
- Updates to ACCESS for ELLs score reporting
- Important timelines for EL program administration
- Overview of supplemental grant resource for ELs (Title III) and application deadlines
- OSSE training and support initiatives
This start-of-school kickoff EL POC webinar is intended for EL POCs, school leadership, assessment administrators, and compliance managers, and will take place on Monday, Aug. 28, 2017, from 2-3:30 p.m. Register

Professional Development for LEA Homeless Liaisons: Ensuring Success for Students Experiencing Homelessness
The Homeless Education Program, under the Division of Elementary, Secondary and Specialized Education (ESSE), will host Professional Development for LEA Homeless Liaisons: Ensuring Success for Students Experiencing Homelessness on Thursday, Sept. 7, 2017, from 9 a.m.-4 p.m. at The Charles Sumner School Museum & Archives at 1201 17th St. NW. Students and families experiencing homelessness face a variety of challenges and potential barriers, and this training will equip homeless liaisons to provide appropriate supports. Information will be provided on the McKinney–Vento Homeless Assistance Act as reauthorized by the Every Student Succeeds Act (ESSA) and requirements for HUD Certification, DC ONE Cards, Residency Fraud Policies, Dispute Resolution, Data Analysis, Database Applications, and available resources (such emergency shelters, Rapid Re-Housing programs, food and educational supports) for students and families experiencing homelessness. The training will include a Homeless Liaison peer panel discussion.

Raising the Standards: Achieving Success Together (reminder)
The Second Annual School Health and Wellness Symposium will be held Aug. 17-18, 2017, from 8:30 a.m.-5 p.m. at the Kellogg Conference Center at Gallaudet University, 800 Florida Ave. NE. This free two-day event is an opportunity for participants to obtain critical professional development, skills training and updates around health education including teaching strategies, content knowledge, community-based resources, parent engagement strategies, teaching materials and networking to share best practices. The symposium will cover a range of health topics including workshops in areas of comprehensive health education, physical education and nutrition, programming and policy, and health services. The intended audience includes school and community health educators, physical health instructors, school administrators, social workers, counselors, early learning center staff, and youth health programming staff.

Positive Behavior Interventions and Supports (PBIS): The Essentials (reminder)
This half-day training is an introduction to PBIS and is available to all K-12 educators in the District. The training will:
- Provide an overview of the critical elements of PBIS
- Identify elements of effective PBIS teams
- Identify methods to efficiently analyze data
- Identify rewards systems and routines to promote positive behavior

Nonviolent Crisis Intervention Training (reminder)
The Nonviolent Crisis Intervention training program, developed by the Crisis Prevention Institute (CPI), is a highly effective behavior management system for organizations committed to providing quality care and services in a respectful, safe environment. The strategies taught in the Nonviolent Crisis Intervention training provide participants with a proven framework for decision making and problem solving to prevent, de-escalate, and safely respond to disruptive or assaultive behavior by students. This training will provide instruction on personal safety techniques, but will not teach physical restraint techniques. Please wear comfortable clothing, closed-toed shoes, and bring water.
The training will be held on Monday, Sept. 25, 2017, from 9 a.m.-4:30 p.m., Eighth Floor, Room 806.
