Holocaust and Human Rights Art & Writing Contest

The New Castle Holocaust & Human Rights Committee and the Horace Greeley High School club E.N.O.U.G.H. have announced the first annual Holocaust and Human Rights Art & Writing Contest. Prizes will be awarded to eligible middle school and high school students. By learning from the past, we enrich our future.

Census 2020 – Make Us Count

April 1, 2020 is Census Day! Data from the Census will be used for the next ten years for many things - including determining New York State’s representation in Congress as well as local districting. Census data is also used for the distribution of about $880 Billion of federal funds to local municipalities.

The Census Bureau estimates that every person that is not counted equals a loss of approximately $2,500 per year to local municipalities. This means that every 400 people who are not counted equates to a loss of about $1 Million in funding - each year.

We need to get everyone living in New Castle to be counted! The New Castle Census Complete Count Committee will be responsible for creating and disseminating marketing materials, hosting special events, and engaging in other activities to encourage all residents to be counted. 

New York State Plastic Bag Law

The New York State Bag Waste Reduction Act will go into effect March 1, 2020. This law prohibits the distribution of plastic carryout bags by retailers in New York State.  On Tuesday evening, the New Castle Sustainability Advisory Board briefed the Town Board on the Bag Waste Reduction Act and its impact on the Town’s regulation of single-use plastic carryout bags and paper carryout bags under Chapter 54 of the Town Code. Here in New Castle, we have been leaders in the effort to reduce single-use plastic bags and residents should be proud of our community’s commitment to sustainability programs that make a difference!

 

Minkel Dam 

Last night Tectonic Engineering presented to the Town Board regarding the Upper Minkel Dam.  Tectonic was retained by the Town to study the current state of the dam and to provide analysis and options for moving forward with repairing or decommissioning the dam. The dam is within Sunny Ridge Preserve in the West End of New Castle. Our next steps are to meet with neighboring residents in New Castle and Ossining and the Town of Ossining before decided about the future of the dam. Façade Improvement Grant Program – Coming Soon!

The Town Board continues to workshop a proposal for a Façade Grant Improvement Program – an incentive program to encourage property owners and businesses in the Chappaqua hamlet to improve the exterior appearance of their buildings and storefronts. The program would provide direct financial incentives in the form of a 50% matching grant and design assistance to eligible applicants. The purpose of the program is to create a positive visual impact, stimulate economic activity, and complement the Town’s infrastructure and streetscape improvements.  Better aesthetics increase property values, improve the marketability of space within the buildings, and draw businesses and residents to the area. The Town Board is committed to working with property owners and merchants to encourage and support our local businesses! 

 

Chappaqua Hamlet Form Based Code

Thank you to everyone who attended the public scoping sessions and provided comments about the form based code and the scope for the Environmental Impact Assessment (EIS). The Town Board is currently finalizing the EIS scope, and we will await the results of our consultants’ analysis. We look forward to sharing the draft EIS with residents in late spring and working together to ensure that the final code is reasonable, achievable, and will accomplish the goals that we have articulated as a community. To that end, the comments we received are incredibly valuable in shaping our thinking.
