The Fairfield Emergency Management Team continues to adapt to local conditions and the evolving pandemic crisis.

Town Hall and Government Operations

The system put in place last week is fully functioning. Over 80% of town hall and other offices’ staff are working from home. Those that do report in person are limiting their time in the building to the absolute minimum to maintain services. The First Selectwoman’s Office, Assessors, Tax Collector, Town Clerk, Probate, Building, Purchasing, Planning and Zoning, and Finance all have limited in-person staff. These departments have mission critical functions and/or provide important services to the public that require operations that are more robust. Hours and appointment options are available on the town website.
Emergency Response Functions including the First Selectwoman’s Office, Health, Fire and Police have uninterrupted service; however non-essential staff are working from home.  

Command Staff/Leadership Team

This team meets at least every two days, with subgroups meeting in between to problem solve. Most of the team participates by conference call as part of our efforts to promote social distancing among leadership. Our continued focus is to put systems and protocols in place for ToF government and the public that improves our social distancing and reduces the rate of disease transmission. We participate in local, regional, and statewide conference calls to ensure that we are acting on the best information available.

We ask that our elected and appointed officials continue to support and spread this message in your sphere of influence. We continue to depend on your assistance.

Operations Section

Our Operations staff monitors emergency responses from all agencies and coordinates information sharing. This group is heavily focused on service delivery to public and responder safety. We have a rumor control process to vet any information that could affect the safety and security of our responders. Currently, the sick absences are very low among first responders. Town-wide calls for service for Fire and Police are down. We stay in close contact with AMR Ambulance to maintain a clear picture of our EMS response capabilities, which remain strong.

Planning Section

The planning section has representation from major and support departments, including FD, PD, DPW, Health, Senior Services, and the Selectwoman’s Office. They are charged to look over the horizon to anticipate what challenges and resources we may face in coming days and weeks.  Personal protective equipment for responders, as well as support and cleaning staff, has received considerable attention. We maintain a close liaison with the private sector and Chamber of Commerce to assist in our planning efforts.

Logistics Section

Logistics is responsible for acquiring resources for all sections as well as for the community at large. The logistics team has focused on food supplies, facilities cleaning, medical supplies, PPE, respiratory protection for responders, and data management. We are in the process of developing a donation management system to administer the offers of donations of money, as well as goods and services. Additional details will follow in future updates.


Finance is tracking all expenditures associated with the town’s response to the crisis in an effort to be prepared to apply for federal reimbursement should the President and FEMA open those options for local communities.

Public Information/Joint Information Center

This division is responsible for coordinating the messaging across all departments and on all platforms to ensure accurate, consistent and timely updates.
