PHOENIX PAY CRISIS: Q&A, COMPENSATION PROCESS, OFFERS FROM CO-OPs
Regrettably, Phoenix pay problems are still affecting thousands of members, and PSAC continues to work with government to develop solutions and mitigation measures.
TB BARGAINING: LIBERAL GOVERNMENT USING CONSERVATIVE AGENDA AT TABLE
When PSAC returned to the bargaining table with Treasury Board, we expected to hear the Liberal agenda. Instead, this government continued to push the Conservative agenda in negotiations. “Under the Liberals, Treasury Board has had five meetings with us, and almost a year, to improve their offer to reflect Prime Minister Trudeau’s promise to show respect for the public service,” said Robyn Benson, National President of PSAC. “We are frustrated and disappointed that we did not see the movement we expected this week. In particular, you might find The Art of Argument course on October 17 and the Effective Union Communications course on December 1-3 to be useful. As always, our courses are free and we will reimburse your lost salary if the course is scheduled during your regular working hours.
BECOME A LEADER: UNION DEVELOPMENT PROGRAM APPLICATIONS DUE ON OCTOBER 7
The PSAC’s Union Development Program (UDP) has been one of the most comprehensive union leadership training programs in Canada for more than 35 years. Building on our rich history, the UDP provides an advanced learning opportunity for emerging leaders to develop the necessary analysis and skills to identify and support union priorities, and to expand PSAC’s pool of skilled activists who can inspire others. ARBITRATION DECISION: OLG RIDEAU CARLETON RACEWAY SLOTS DISPUTE
I always hope for the best. But we should always prepare for the worse. The worse happened in the long and unfortunate saga of the OLG lockout, which began in December 2015 and ended in May following an agreement between PSAC and OLG to send the wage dispute to binding arbitration. Indeed, we lost the arbitration decision that was issued two weeks ago.
I, and others, really hoped that the arbitrator would see our point that the Rideau Carleton Raceway Slots (RCRS) workers were underpaid vis-à-vis other Slots facilities in the province, but unfortunately, he disagreed with our comparators. We had been successful in getting a higher lump sum payment than other Slots facilities, and the arbitrator used that fact in choosing the employer’s wage offer.
Nevertheless, we will continue our fight to defend the rights of RCRS workers, who are all bitterly disappointed with this outcome and who are understandably extremely frustrated after having spent so many cold months out on the picket line.
JUSTICE FOR ABDIRAHMAN CONFERENCE: OCTOBER 2
The Justice for Abdirahman Community Conference will be held at the Hintonburg Community Centre on October 2 from 9am to 5pm. Please do attend if you are impacted or have friends and family who are affected by police and community relations. After an incident where Terry (my spouse) and I were mistreated by Ottawa By-law officers in 2005, we both joined and for a couple of years attended the Ottawa Police LGBT Liaison Committee, which has done much work in helping to mend relations between police and the LGBT community. DONALD TRUMP, PRESIDENT?
If anyone thinks a Donald Trump presidency would not impact Canada, or not much, think again! As a Canadian with dual Canadian-American citizenship, I vote Democrat! If you have American citizenship, please vote in the upcoming presidential election. Go to democratsabroad.org or votefromabroad.org to make sure you are registered to vote. A Donald Trump Presidency would be bad news for the labour movement, both in the United States and in Canada!

Malheureusement, des milliers de membres sont toujours touchés par les problèmes de Phénix, mais l’AFPC continue de travailler avec le gouvernement pour trouver des solutions et des mesures d’atténuation.
NÉGOS AVEC LE CT : LES LIBÉRAUX RECYCLENT LES PROPOSITIONS DES CONSERVATEURS
Les négociations ont repris avec le Conseil du Trésor et l’AFPC espérait que son offre reflèterait le programme libéral. Mais non. Il a préféré continuer sur la voie des conservateurs. « Depuis que le Parti libéral est au pouvoir, il y a eu cinq séances de négociation avec le Conseil du Trésor. C’est amplement de temps pour mettre au point des propositions qui font écho à la promesse du premier ministre Trudeau : respecter les fonctionnaires », déplore Robyn Benson, présidente de l’AFPC. « Après presque un an, nous sommes frustrés et déçus que le gouvernement n’ait pas bougé d’un pouce. CONFLIT À L’HIPPODROME RIDEAU CARLETON : DÉCISION D'ARBITRAGE
Je suis optimiste de nature, mais il faut toujours se préparer au pire. Et le pire s’est concrétisé après cette longue saga avec la SLJO. Le lockout a débuté en décembre 2015 et s’est terminé en mai lorsque les deux parties ont accepté de renvoyer le conflit salarial en arbitrage. Et nous avons perdu cette cause, comme le confirme la décision rendue par l’arbitre il y a deux semaines.
Nous espérions que l’arbitre se rangerait derrière notre argument, selon lequel les travailleurs de l’hippodrome Rideau Carleton sont sous-payés par rapport à ceux des autres casinos ailleurs dans la province, mais il n’était pas d’accord avec nos points de comparaison. Comme nous avions réussi à obtenir un meilleur paiement forfaitaire que les autres casinos, l’arbitre a choisi l’offre salariale de l’employeur.
Nous continuerons à défendre les droits de ces travailleurs qui, à juste titre, sont très déçus du résultat et extrêmement frustrés après avoir passé plusieurs mois sur la ligne de piquetage l’hiver dernier.
CONFÉRENCE « JUSTICE FOR ABDIRAHMAN » LE 2 OCTOBRE
La Conférence Justice for Abdirahman se tiendra le 2 octobre, de 9 h à 17 h, au centre communautaire Hintonburg. Je vous invite fortement à y participer si vous vous sentez concerné par les relations entre les policiers et la communauté. En 2005, mon conjoint et moi avons été maltraités par des agents chargés de l’application des règlements à Ottawa. Nous avons ensuite participé pendant quelques années au Comité de liaison LGBT du Service de police d’Ottawa, qui a grandement aidé à rétablir les ponts entre les policiers et la communauté LGBT. Il faut faire de même pour améliorer les relations entre les policiers et les communautés racialisées. Cliquez ici pour obtenir les détails de la Conférence.

Si vous croyez qu’une présidence américaine sous Donald Trump n’aurait pas véritablement d’impact sur le Canada, détrompez-vous! En tant que Canadien ayant la double citoyenneté canado-américaine, je vote pour le Parti démocrate! Si vous avez la citoyenneté américaine, allez voter à la prochaine élection! Vérifiez sur le site democratsabroad.org ou votefromabroad.org si votre nom figure sur la liste des électeurs. Si Donald Trump devient président, ce sera une mauvaise nouvelle pour le mouvement syndical, tant aux États-Unis qu’au Canada!
