March 2016

Welcome to the Carers NSW NDIS Update, one of several resources developed by Carers NSW to help carers understand and engage with the National Disability Insurance Scheme (NDIS).

It takes time and effort to understand the NDIS. Many family members and friends (carers) of people with disability in NSW are finding it hard to keep up. The Carers NSW NDIS Update aims to make it easier for carers to stay up to date with NDIS news, resources and events.

New and updated NDIS fact sheets for carers
Carers NSW has updated our existing five NDIS fact sheets for carers and added two new ones: To view these resources, visit the Carers NSW NDIS web page: www.carersnsw.org.au/NDIS.

Carers of NDIS participants - tell us your story!
Carers NSW would like to hear from carers of NDIS participants in the Nepean Blue Mountains and Hunter NDIS sites. If you would like to share your experiences of the NDIS as a carer in a group discussion please express your interest to the Policy Team on (02) 9280 4744 or at policy@carersnsw.org.au. Participants will be provided with an incentive for taking part.

Workshops for carers on the NDIS
Carers NSW has developed a half-day workshop for carers called Carers and the NDIS. The workshop aims to provide carers with a general introduction to the NDIS, help carers support the person they care for to access the NDIS, and prepare carers to communicate their own needs in relation to the NDIS.

NDIS News

Countdown begins for NDIS rollout
On 22 March 2016, Minister for Disability Services John Ajaka joined with people with disability, families and carers to mark the 100-day countdown to the full NDIS rollout across NSW. Latest number crunching on the NDIS in NSW
As of 31 December 2015, there were 6,445 participants in the Hunter trial site and 945 participants in the Nepean Blue Mountains. The NDIA Dashboard reports provide some quick stats about the age and disabilities of participants as well as the type and amount of support that is being funded. Click here to read the Hunter Dashboard report and here for the Nepean Blue Mountains Dashboard report. More detailed statistics can be found here in the Quarterly Report to the Council of Australian Governments.

 Carers NSW attends NDIS hearing in the Hunter
On 7 March 2016, the Joint Standing Committee on the NDIS held a hearing in Newcastle for service providers, people with disability, families and carers. Carers NSW attended this hearing and raised issues relating to carers and the NDIS, including:
  • carers' anxiety about the departure of Ageing, Disability and Home Care (ADHC) as a provider of last resort
  • carers' lack of awareness of the opportunity to make a carer statement in the NDIS planning process
  • uncertainty about what will happen for carers of people who are ineligible for an NDIS package but still have support needs
  • uncertainty about what will happen to funding for carer support

New account to cover NDIS funding
Social Services Minister, Christian Porter, has introduced a bill to set up an NDIS Savings Fund Special Account which will collect savings to help meet the Australian Government's contribution to the NDIS from 2019-20. The bill is the Government's way of giving certainty to people with disability, families and carers that the NDIS will be delivered in full. Click here for more information about the bill. States oppose plans for Federal control of NDIS
The States and Territories, including NSW, have opposed a plan for the Australian Government to simplify and take charge of certain decisions relating to the NDIS, such as who is eligible and what support is 'reasonable and necessary', without needing their agreement.  National approach to early childhood early-intervention
The National Disability Insurance Agency (NDIA) has worked with some of Australia's leading early childhood intervention practitioners and researchers to design a best practice, family centred approach to early intervention. Click here for more information.

Autism and the NDIS
Every Australian Counts has written an 'Explainer' article on "why everyone's talking about autism and the NDIS". The article refers to a report the NDIA released on how the NDIS should approach autism. Click here to read the article. Click here to read an ABC News article on the same topic.

What about over 65's?
Senator Nick Xenophon has called on the Australian Government to consider broadening the eligibility for the NDIS as people with disability over the age of 65 are not currently able to access the NDIS. Click here for more information.

Government responds to NDIS progress report
The Australian Government and NDIA have responded to the Joint Standing Committee on the NDIS's 2015 progress report by making the following commitments:

  • Pre-planning resources are being reviewed and updated, taking into account participant feedback.
  • Local Area Coordination services will be available to participants within the six months prior to transition. They will support people with pre-planning and assist with plan implementation.
  • A review of the Operational Guidelines is soon to be completed, which will be followed by new communication strategies and ongoing staff training.
  • For those who would like to self-manage but don't currently have the capacity, the NDIA can assist them to build their capacity.
  • Work is continuing on the development of a market for supports in rural and remote areas.
  • Over time a comprehensive dataset relating to NDIS Indigenous participants will be developed.

Carers NSW Policy Team want to hear about carers' experiences of the NDIS. If you live in NSW and are caring for an NDIS participant, you can share your story with us in any of the following ways: Carers NSW 2016 Carer Survey now live!
Every two years Carers NSW surveys carers across the state about a range of issues to help us identify and advocate for what carers want and need. We want to hear from as many carers as possible, especially carers of NDIS participants - so get involved and spread the word! Click here to complete the survey.  Consultations on information, linkages and capacity building

Learn about the NDIS from someone like you
Carers Australia's Peer Conversation Partners Project puts carers of people applying for the NDIS in touch with carers whose loved one is already accessing the NDIS. These trained carers are available to share their experiences and tips in approaching the NDIS planning process. Free support to help you plan
People with disability and their families and carers receiving funding or services from the Department of Family and Community Services (FACS) / Ageing, Disability and Home Care (ADHC) may be eligible for up to 12 hours of free individual support planning to prepare for the NDIS. Some of the events promoted in these updates are run by organisations that are registered providers for the NDIS. Attending their event does not mean you have to choose them as your NDIS provider. Participants and their families can choose the providers they want.
