We have two issues that require immediate actions:
- Please contact your senators encouraging them to pass the fixing America's Surface Transportation Bill (Fast) Act Today
- Please encourage your senators and congressmen to pass an extension to the Section 179 extension to the Section 179 Tax Exemption by 12/7.
Item 1) The key features in the FAST ACT are that it establishes a 5-year program for roads, bridges and rail freight systems. This bill includes more for local units of government like counties and townships - than the last bill. It also includes a provision, Section 32205, which would terminate the $3 billion cut to crop insurance delivery that was part of last month's budget agreement.
AAW Position #96. AAW supports crop insurance as a viable alternative within the Farm Program as a necessary safety net at an affordable cost to producers.
The Senate might have a point of order that is against the inclusion of the crop insurance provision, which would mean there will be a vote to waive the point of order. We urge all members to contact your senators as soon as possible and urge them to support crop insurance, support waiving any point of order against the crop insurance and to the highway bill.
Item 2) Once again we are asking you to TAKE ACTION and contact your Congressmen, by December 7th, 2015 to urge their support in extending the Section 179 Deduction at $500,000 and 50% Bonus Depreciation.
AAW Position # 72. AAW supports special exemptions for purchases of machinery and equipment, land improvements, livestock and buildings.
AAW Position # 73. AAW supports the reinstatement of the 50% bonus depreciation and making permanent of the $500,000 Section 179 deductions.
Currently, these important tax tools for agriculture will be suspended after December 31, 2015 if not acted on. A permanent extension of these agriculture tax tools would allow agriculture and small businesses to plan for the future instead of confusion and pressure at the end of each year. It would offer stability.
Without this important tool rural America is threatened with loss of equipment sales, new building sales and other major purchases leading to loss of jobs. In Iowa alone John Deere has laid off 10,000 workers. Rural America will take a large economic hit. Weather and crop prices are always a factor but stabilizing tax decisions will benefit all.
The provisions with the Section 179 deductions and Bonus depreciation will help us to wrap up 2015 year end decisions and plan for the coming year and future agriculture decisions.
