The Parish Office remains closed with all Admin staff working from home.

Parish Meetings

Our next “virtual” Full Council meeting is on 16 November 2020.  All residents are welcome to attend any of our meetings and if you would like to ask a question, click to contact the Clerk prior to the meeting.

Remembrance Sunday
8th November 2020

The Fair Oak & Horton Heath “virtual” Remembrance Day event is on Sunday 8 November 2020 and will start at 10.30 am.  The event will contain both “live” and pre-recorded footage of the service, following the same format as in past years at the War Memorial, Fair Oak Square, and will include readings from our uniformed groups and Wyvern College Band.
Everyone is welcome to join the event on live.  Click here on Sunday 8 November at 10.30 am to be included in this special tribute to our fallen heroes.
A very special thank you to Gary Stupple of St Thomas’ Church for all his hard work in making this event happen.

Asset News

Meadowsweet Way Play Area  

The new play area chosen by the local community is nearing completion. Following a good start on site unfortunately unforeseen circumstances including the poor weather has delayed the completion of the play area. However, the contractors are working hard to complete the remaining tasks. Once the play area passes its independent installation inspection, it can be opened for play. We are anticipating this will be in early November.
Crowdhill Green  

The Parish Council along with Eastleigh Borough Council has developed an information page for the development. The Parish hopes to keep this regularly updated as things progress on site. The page will go live on the Council’s website shortly. 
Upper Barn Copse Asset Transfer

Members of the Parish Council have agreed to accept formal transfer of Upper Barn Copse play area and surrounding public open space.  Eastleigh Borough Council approached the Parish Council in 2018 to commence negotiations regarding possible devolution of these areas.  

The principal aim for this was to remove residents, confusion over management responsibility of the play area and surrounding land.  Initially several issues were raised by the Parish and these have now been addressed.  

The Clerk, in consultation with the Chairman, will now undertake all necessary legal formalities to facilitate the transfer. It is anticipated that the formal transfer will be completed by 1 April 2021.
Fair Oak Library
The Task & Finish Group continue to hold discussions with Hampshire County Council to finalize the details and establishment of the community library. Cllr Couldrey, Chairman of the Task & Finish Group, gave a progress report to Full Council on 19 October 2020 which can be found here Appendix 1 and here Appendix 2.
Eastleigh Basics Bank

In recognising that we might have a difficult winter, the Parish Council have decided to extend the Eastleigh Food Bank donation drop off days at the Woodland Community Centre.  

A yellow wheelie bin has been specially purchased and will be placed at the centre every weekday between 1000 hrs and 1600 hrs. Our caretaker will collect all donations from the bin daily and our staff will continue to drop these to the Food Bank. 
Please continue to help us support this worthy cause.
We will continue to receive donations at the Parish Office on Thursdays between 1000 hrs and 1400 hrs.
One Horton

National Stress Awareness Day is a great opportunity to take a moment to think about our wellbeing and find advice or support on managing stress.

Our Christmas opening hours 
The Parish Council will be closed during the Christmas period on the following days: 
Thursday 24th, Friday 25th, Monday 28th & Tuesday 29th December 2020 and Friday 1st  January 2021.

Wednesday 30 & Thursday 31 December operating as normal.
