BLACK LEADERS SUPPORT 'SANDRA BLAND ACT'

AUSTIN – Leaders from African American communities across the state came together today to express support for the ‘Sandra Bland Act’.  The bill is named after the African American woman, Sandra Bland, who died in a Waller County, Texas jail after being arrested during a traffic stop.

“The Texas Coalition of Black Democrats (TCBD) is in full support of the Sandra Bland Act House Bill 2702 proposed by Rep. Garnet Coleman,” says Gene Collins, TCBD president.   “This legislation is the most comprehensive criminal justice reform bill created in Texas that will address and eliminate the racial disparities experienced by Black and Latino Texans.”

The Austin American-Statesman published a report in September of 2016, which analyzed approximately 14 million traffic stops over a five-year period.  The report revealed that nearly 35 percent of Department of Public Safety (DPS) troopers were twice as likely to search an African American and Hispanic motorist than white motorist.  However, contraband was less likely to be found during searches of blacks and Hispanics.

“The discriminatory targeting of selected Texans because of their ethnicity must come to an end,” adds Collins. The Sandra Bland Act will end “pretext” stops, where an officer pulls a motorist over for a potential traffic violation and uses that stop as an attempt to find other violations of the law.  The Act will require that DPS employees are trained in de-escalation techniques as a primary approach during interactions with citizens.  The Act also requires that all traffic stop data, including warnings are collected and stored for analysis and review.  The Act will also increase pre-booking diversion to identify individuals with mental health issues or individuals that suffer from addiction.

TCBD supports the bill because it will protect all Texans, particularly those who suffer from addiction, mental health issues and assist those who lack financial resources to pay bail on non-violent offenses.  The TCBD believes this reform is a leap forward, in the right direction, to providing equal protection of the law for all Texans.

“We believe this bill is of vital importance and we respectfully request that the Texas Legislature pass it and that Governor Abbott sign it into law,” says Collins.  “To our friends and all who love democracy, we need your help. Please contact your State Senator, State Representative and tell them you support the bill and ask them to support it as well.”
