Assistant City Manager Receives VLGMA Award

Tuesday, July 1, 2014 -- Assistant City Manager Cindy Mester was awarded the Marcia Mashaw Outstanding Assistant Award by the Virginia Local Government Management Association (VLGMA). Each year VLGMA presents this award to an assistant manager who has demonstrated outstanding performance, particularly with a special project or during a period of unique conditions and circumstances. Mester was nominated by City manager Wyatt Shields for a number of accomplishments, including her leadership role in establishing the Tinner Hill Historic Site.

"Cindy would be a most deserving recipient of the Mashaw Award in any given year," said Shields, "but this year, with the completion of a project she helped bring about with passion, empathy, and skill, it is particularly fitting. The Tinner Hill Historic Site will a place of pride for the City and region -- a place for us to celebrate the brave men and women who led the City out of a troubled past, and a place to rededicate ourselves to act upon the same ideals and values that inspired them."

Since April 2005, Mester has served the city, first as the Community Services General Manager overseeing the divisions of Recreation and Parks, Public Library, Court Services and Housing/Human Service and then, as of September 2006, as the Assistant City Manager. As Assistant City Manager, Mester oversees Information Technology, Legislative Affairs, Americans with Disabilities Act compliance, Capital Planning, and more.

The Virginia Local Government Management Association (VLGMA) is a non-profit, non-partisan organization composed primarily of city, town, and county managers and key members of their management teams. Membership in the organization is offered on an individual basis. The primary goal of the association is to strengthen the quality of local government through professional management. The association seeks to promote professional management in a variety of ways including training, networking, and resource sharing.

This award is named in memory of Marcia Mashaw, who served as assistant town manager of Blacksburg in the 1980s. Mashaw was an active member of VLGMA and served on the executive committee at the time of her death in 1986. The membership created this award in her name to honor her memory and accomplishments.
