Digital Readiness Guide

The TSA have produced a guidance document for members aimed at providers and commissioners of TEC services around the future implementation of technology enabled care equipment on digital broadband networks.

For TSA members only our IP readiness guide covers the many opportunities and challenges that digital networks will offer, including:
  • Checking fitness for purpose
  • Details of categories of digital assistive technology
  • Considerations for selection of TEC systems
  • Analogue telecare alarms
  • The changing communication networks        
  • Drivers for migrating to digital TEC and new services opportunities

TSA will continue to develop and deliver guidance and standardisation content through the onward development of the Quality Standards Framework (QSF). It is recognised that the QSF plays an important role in the compliance, assessment and certification of services and technology systems, and therefore demands very thorough processes of consultation and validation.

This document is presented as interim guidance, recognising the need to respond to immediate issues and questions that have been raised by commissioners, procurers of TEC systems and by service providers. Further updates will be published in due course.

TEC board Non-Executive Director elections

As a result of TSA’s Non-Executive Director rotational retirement policy we are recruiting for a number of positions on the TSA board.

This is a fantastic opportunity to have your say in the way in which the TEC sector is developing, and also to input into TSA strategy. We are looking to recruit dynamic, passionate individuals who have the ambition and energy to support the vision and mission of the TSA to transform the TEC landscape.

We are recruiting the following positions:
•             One Supply Member board position
•             One Service Provider Member board position to represent England
•             One Service Provider Member board position to represent Northern Ireland

Applications are open to all members. Deadline for applications is midnight on March 22nd 2019. There will be a shortlisting process followed by a period of member voting.

Elected Directors will be announced at the TSA AGM on May 23rd 2019, and will normally serve for a period of three years before retiring and/or seeking re-election. These positions are non-remunerated.

NHSX - a new joint organisation for digital, data and technology

A new unit called NHSX has been formed by the Department of Health and Social Care to take forward digital transformation in the sector, allowing patients and staff to benefit from the latest digital systems and technology.

NHSX will aim to create the most advanced health and care service in the world to diagnose diseases earlier, free up staff time and empower patients to take greater control of their own healthcare.

NHSX’s responsibilities will include:
  • Setting national policy and developing best practice for NHS technology, digital and data - including data-sharing and transparency
  • Setting standards – developing, agreeing and mandating clear standards for the use of technology in the NHS
  • Ensuring that NHS systems can talk to each other across the health and care system
  • Helping to improve clinical care by delivering agile, user-focused projects
  • Supporting the use of new technologies by the NHS, both by working with industry and via its own prototyping and development capability
  • Ensuring that common technologies and services, including the NHS App, are designed so that trusts and surgeries don’t have to reinvent the wheel each time
  • Making sure that all source code is open by default so that anyone who wants to write code for the NHS can see what we need
  • Reforming procurement – helping the NHS buy the right technology through the application of technology standards, streamlined spend controls and new procurement frameworks that support our standards
  • Setting national strategy and mandating cyber security standards, so that NHS and social care systems have security designed in from the start
  • Championing and developing digital training, skills and culture so our staff are digital-ready
  • Delivering an efficient process for technology spend, domain name management and website security
NHSX will work closely with the Government Digital Service and other central government functions to learn from their experiences and ensure there is continued alignment with the Digital, Data and Technology profession across government.

We’ll keep members posted on NHSX as it develops, needless to say we will be engaging with the organisation to ensure that care technology is including in strategy development going forward.
Healthy Ageing research and innovation investment - request for information
UK Research and Innovation is funding the £98 million Healthy Ageing Challenge – a strategic research and innovation investment to enable business-led consortia to develop large-scale markets for products and services which maintain people’s independence as they age, while delaying transition into higher levels of care.
They are now seeking input from potential bidders via this light-touch survey asking respondents to outline what level of investment is needed to take their activity forward.  It is available at: (deadline 27 March 2019 at 16:00).
This request for information is being distributed to both established consortia and new partnerships as well as being open to those who have not already formed into consortia but would bring skills and expertise that could support the goals of the Challenge. It will help us gauge the scope and size of opportunities to be provided by the Healthy Ageing Challenge.
TSA Events Update

We are delighted to announce that today has seen the official launch of the ITEC 2019 Exhibition. Preparations for the conference are well underway and we have this morning opened up the sales of exhibition stands to all our membership and wider stakeholders.

The theme for this year’s conference is Citizen Powered Communities and we are delighted that the conference will be chaired by TSA President, and former Minister of State for Care Services the Rt Hon Paul Burstow.
We are expecting over 1000 attendees at the conference and are looking forward to bringing together a wide range of stakeholders including policymakers, sector leaders, service providers, entrepreneurs, frontline workers and commissioners all with the common goal of working together to help people to maintain their wellbeing and remain as independent as possible.

Exhibition sales are already now underway with a number of stands already sold. Further details on the exhibition, including the latest floor plan and associated costs, can be found online at

Delegate sales will be launched in the coming weeks and early bird bookings discounts will be available, so please keep a look out for further details.

To compliment the TSA Connect Regional Showcase Events, in 2019 we have launched a new series of events aimed at our Service Provider and Foundation members as well as strategic partners.

The first round of TSA Surgeries will be taking place over the coming weeks, so for more information them please visit the TSA website.

Free exhibitor slots at Southampton Carers Technology Exhibition
Southampton City Council still have a small number of exhibitor slots at their Carers’ Technology Exhibition on Tuesday 19 March. As this is the first such event in Southampton we are offering these places free of charge. This is an opportunity to engage with private and professional carers and demonstrate how assistive technology can help them increase independence and reduce the pressure off their caring role.  

The event is 10am-4pm at the Spark, Southampton Solent University.

Promoting Independence redesign
Dorset County Council are currently in the process of reviewing services that support people to remain independent at home. The DAHS service currently enables vulnerable older and disabled people to maintain their independence, health and well-being in their home and community. The service administers the Disabled Facilities Grant (DFG) funding. This provision currently includes advice and information, access and assessment, housing options, assistive technology and telecare.

£2million of funding available through Health Breakthrough Fund
The Peter Sowerby Foundation is seeking a project to receive up to £2m of funding as part of its Health Breakthrough funding strand.
This is the single biggest grant offered by the Foundation since it was formed in 2011.
  • The Peter Sowerby Foundation is seeking projects in one (or more) of the following categories:
  • Primary medical care and research into technologies that improve the delivery of primary care
  • Research undertaken by GPs
  • Innovation and technology to improve primary care, particularly in rural communities
  • Terminal care and support for those suffering terminal illnesses and research into improving delivery of care
Local authorities developing digital social care projects are to receive a share of more than £1 million in funding from NHS Digital.
Under the Social Care Digital Innovation Programme, 10 authorities will receive up to £30,000 to design a digital solution to address a specific issue with their service, with eight receiving up to a further £90,000 to support its implementation. Homecare Insight

Control Centre Team Manager
Forestcare is a 24 hour control centre providing services in three main areas:

  • Monitoring community lifeline alarms and residents alarms in sheltered accommodation
  • Respond to emergency homecare requests and provide personal care and assistance in individuals own homes.
