Recent happenings at Home Forward
Home Forward Opposes Transphobic and Racist Federal Policies

HUD recently proposed a rule allowing homeless shelter operators to discriminate against transgender and non-binary people. It has also moved to roll back the Affirmatively Furthering Fair Housing law, with the administration explicitly saying it intended to keep low-income housing out of the suburbs.

Home Forward will keep striving to uphold our own organizational values to work in support of systemic change for racial and social justice. Transphobic, racist, and classist policies like these have no place in our organization or society.

Staffing Update
In late February 2020, Monica Foucher was promoted to become Home Forward’s new Public Relations Associate Director, affectionately nicknamed "Prad". She has been with Home Forward for seven years, working in property management and, briefly, community services. She has served on several agency committees and work groups, including Professional Development Committee and Equity Council. For over ten years, she has done media relations, PR, and various arts and entertainment production, and has been writing and editing for most of her life. Her experience is enhanced by a strong equity analysis to support the agency’s strategy and values. One of her goals for her new position is a “Truth and Reconciliation” for Home Forward’s handling of VanPort and subsequent treatment of displaced Black residents. She is a board member at Social Justice Fund NW. Most of her spare time is devoted to her 7 year-old shiba inu puppy, Wembley, and teaching herself to play random instruments.

Whenever I tell people the timing for when I started this job, the reaction has consistently been some version of "Yikes... you OK?"  And then we laugh, awkwardly. I assure you, I'm [mostly] fine.

Operation Lemonade
This summer would have been Camp Rosenbaum’s 50th year. Since camp was cancelled due to COVID-19, Camp Rosenbaum, in partnership with Home Forward, the Oregon National Guard, and the Portland Police Bureau, handed out 1,000 "Camp Rosenbaum in a Bag" backpacks, full of camp activities, to kids in Oregon and SW Washington.

Baldwin
Design has begun on Baldwin, Home Forward’s upcoming permanent supportive housing (PSH) project on NE Interstate and Baldwin, co-sponsored by The Urban League of Portland. This is the first time Oregon Housing and Community Services (OHCS) and Oregon Health Authority (OHA) have partnered and combined their funding to create on-going funding for PSH projects. The project was awarded $9M in capital funds to replace 8 unassisted units with 60 units, which will have ongoing rental assistance and supportive services.

The Urban League of Portland will lead supportive services work at Baldwin. Black people in Portland are disproportionately homeless and have faced exclusion, redlining, and gentrification from the historic heart of the Black community in North and Northeast Portland. The Baldwin PSH project is located in this historic neighborhood and will reconnect Black residents to their historic neighborhood. The Joint Offices of Homeless Services, through Coordinated Access, will refer chronically homeless clients, who request Black, culturally specific services, to the Baldwin PSH project. 

Home Forward hired SERA Architects as the project architect and Bremik Construction as general contractor. Construction will begin in September, 2021.
