National Village and Community Halls Network

This is the second Bulletin from the National Village and Community Halls Network.

In excess of 200 halls have signed up so far; thank you for your support and please encourage other hall committee members and halls to sign up. Send us any thoughts and comments and we will share them with the other village halls and interested organisations that have signed up. For now please use this email address.

We would like to thank the National Village Halls Forum Executive Committee for all their hard work and for continuing to work with us to develop the National Village and Community Halls Network.

National Village and Community Halls Network's 4 Priorities

We would like your views on our 4 priorities:
  • VAT on extensions and alterations and the possibility of a VAT Refund Scheme.
  • How funding might best be sought for capital improvements.
  • The delivery of long-term advice and support for volunteers managing buildings.
  • The disproportionate charge for music copyright licenses where music is rarely played.

Consultations update

Thank you to the Milverton Victoria Rooms, Moorholm Memorial Hall, Hougham & Marston Village Hall, Sturton by Stow Village Hall, Mareham Le Fen Village Hall and Liverton Village Hall for sending their comments on the House of Lords Call for Evidence on Charities.  We believe we have represented all views in the response which can be read here or by following the link on the NVCH Network's webpage.

ACRE responded to the  Lords Select Committee on Licensing Consultation.  You can read the response here and the response to the PRS Local Authority Tariff Simplification for Local Authority owned and managed buildings here

The DCLG Business Rates Consultation closes on 26 September and a response will be submitted before that date. The East Riding Association of Rural Community Buildings has shared their response with us.

The Law Commission

This consultation, issued by the Law Commission, is supplementary to a paper on Technical Issues in Charity Law which ran from March to July 2015. It considers whether a more relaxed regime should apply for an unincorporated charity that wants to change its purposes.  The consultation also discusses trust corporation status.  The consultation closes on 31st October 2016 should any of you like to make a response.

Rural Community Buildings Loan Fund

If you are considering undertaking a project, just started work or halfway through and you need a little more funding then it would be worth considering a loan from the Rural Community Buildings Loan Fund.  There is an easy to complete application form, low interest rate and a flexible repayment programme.  For more information contact your local ACRE Network member.
The National Village and Community Halls Network has the support of the ACRE Network.  It's Terms of Reference can be found here.

ACRE and the Village and Community Halls Network will not provide advice, support and information for individual halls. This is provided by the local ACRE Network members.

More information about the work of the National Village and Community Halls Network can be found here.
