You missed a treat: Speak Your Mind Mondays was informative!

Rep. Stovall proved again why she has a "heart" for the citizens of Clayton County. On March 31st at Clayton State University East Campus, she opened the forum with 2014 legislative updates from the State Capitol. Rep. Stovall discussed bills like the Gun Bill, Clayton Co. Transportation Bill (co-signor), Hope Scholarship for Technical Students, Medicaid Expansion, Medical Marijuana, Food Stamp Drug Testing, and much more. There was an agent assisting with final day sign-up for the Affordable Healthcare. The highlight was a presentation by Clayton County Superior Judge Albert Collier who discussed in detail the DUI/Drug Courts. He answered questions and distributed materials on the courts.

2014 Legislative Highlights

Below are some highlights from the 2014 Legislative Session. To view legislation which has been signed by the Governor, visit www.legis.ga.gov Click on Legislation, then Click on Signed by Governor.
HB 60- Gun Bill -allows for guns in bars and non-secured government buildings.  Churches can "opt-in" to allow guns to be carried on their premises.  Silencers can be used while hunting.  It expands "Stand Your Ground" into an absolute defense of the use of deadly force in self-protection.

HB 772- some food stamp recipients will be drug tested for a fee by state employees based on reasonable suspicion.  It can be based on demeanor, missed appointments, arrest, employment status, etc.
 
HB 990- Medicaid may not be expanded under the Affordable Care Act unless authorized by an act of the Georgia General Assembly.

HB 1009 - extends the period until 2016 for Clayton County government and citizens to decide if they want to be exempt from the sales tax cap to join MARTA. 

HB 1080- privately-funded monument honoring the Rev. Martin Luther King Jr. on the grounds of the State Capitol.  

HB 914- school personnel who are required to report child abuse shall be notified by the dept or governmental child protective agency upon receipt of such report and upon completion of its investigation.

HB 697- increases technical college tuition assistance to Zell Miller Scholars.  Funds the gap between what the HOPE grant pays ($730/semester) and the full cost of tuition for technical college students earning at least a 3.5 grade-point average.

HB 837- allows judges to toll a probation sentence when all efforts have been exhausted to find a probationer who is a misdemeanor offender.  Requires notice be given via first-class mail to a probationer's known address.

HB 828- prohibits the solicitation, release, or sale of car wreck information, including the personal information of individuals involved in the accident.  A first time violation is a misdemeanor, subsequent violations are felonies.

HB 714-discontinues unemployment insurance for privately-contracted bus drivers & other seasonal school workers when school is not in session. They will not collect benefits during the summer.

SB 98- prohibits coverage of abortions by insurance policies offered through health care exchanges (such as those created under the ACA) or state employee health insurance, except in the case of a medical emergency.  Prohibits coverage even in cases of rape or incest.

SB 365- helps non-violent 1st time offenders get back on their feet. Judges can issue limited driving permits for attending court-ordered programs, seeking employment, or going to work; requires review hearings for foster care juvenile offenders.; provides improved liability protection to employers who hire former offenders.

Fiscal Year 2015 budget  beginning July 1, 2014  revenue estimate of $20.8 billion, increase of $916 million, or 4.6%, over the original Fiscal Year 2014 budget; 72% of budget cover needs in K-12 and higher education, which net $660.7 mil. Allocation for K-12 education from amended FY 14 to FY 15 exceeds $988 million to help eliminate teacher furlough days, increase instructional days and increase teacher salaries.
