If we have learned anything in our years of business it is this- don't get too comfortable. This month in particular brings this point home. SBA final rules and rulings by the Supreme Court are having a direct and immediate impact on procurements and small business prime contractors. The Defense Logistics Agency (DLA) announced in their inaugural issue of The Link that all companies doing business with the DoD should update their ZIP codes to the ZIP+4 in their SAM and DUNS records- this is to ensure transparency and proper tracking of contracting data. 
Breaking News for Veteran Owned Companies

On Thursday, June 16, the Supreme Court ruled, unanimously, that the Veterans Administration (VA) must apply the Rule of Two to all of its procurements.

On the face, this ruling does not sound like big news, but the details effectively mandate that all procurements (including Federal Supply Schedules) must be offered first to veteran-owned firms before any other type of company, and it overturns the actual practices of the VA’s procurement process.

Big Changes to Limitations on Subcontracting Requirements

Earlier in the month, we blogged about a final rule issued on May 31 by the Small Business Administration (“SBA”), which made several major changes to the small business regulations. This new rule implements changes mandated by the 2013 National Defense Authorization Act, (“NDAA”) and finalizes the proposed rule issued by the SBA back in December of 2014.

As we explained in our earlier blog, one of the new rule’s most important changes relates to the self-performance requirements and limitations on subcontracting contained at 13 C.F.R. § 125.6. Below is a more detailed look at the numerous changes to that regulation, which go into effect on June 30, 2016.

ZIP +4 Update in SAM and DUNS

Correcting your ZIP code +4 will ensure transparency of Department of Defense contracting data within governement procurement repositories such as FPDS-NG.  All DoD contracts issued within the United States must be properly aligned and associated to a ZIP+4. You can find your full zip code through the USPS.  Please help the DLA by correcting your SAM and DUNS profiles- a full instructional pdf can be found at the DLA website and searching Zip +4 update.
