The Super Circular: What the New Rules Mean for Recipients of Federal Grant Awards

As 2013 came to a close, the Office of Management and Budget (OMB) issued the long-awaited final rule to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, more commonly known as the “Super Circular.” Among other things, this rule streamlines eight Federal regulations (including OMB Circulars A-110, A-122, and A-133) into a single, comprehensive policy guide and affords the Federal government the ability to better administer the $600 billion awarded annually for grants, cooperative agreements, and other types of financial assistance. While the Super Circular does not entirely change the eight Federal regulations from which it is derived, it does include some noteworthy changes that will have important implications for all nonprofit recipients of, and applicants for, Federal grants and cooperative agreements.

A Win in the House for Women Seeking Access to Federal Contracts

WASHINGTON, D.C. (May 22, 2014) – Women Impacting Public Policy (WIPP) applauds action by the  House of Representatives to improve the Women-Owned  small Business (WOSB) Federal Contract  Program, helping women entrepreneurs access the federal market. Earlier today, the House of Representatives voted 325 to 98 to pass the National Defense Authorization Act (NDAA) for Fiscal Year 2015 (H.R. 4435), which included a provision authorizing sole-source contracts in the WOSB procurement program. The amendment was added to the annual defense spending bill by Representative Speier who has championed improvements to the program and broader initiatives supporting women entrepreneurs.

Veteran Small Business Champion of the Year: Jeannette King

The U.S. Small Business Administration (SBA) celebrated the contributions of America’s entrepreneurs and small business owners during National Small Business Week, May 12- 16. This year Jeannette King was among the award winners. King, a Navy Veteran, founded Strategic Resolution Experts, Inc. in 2007 to provide strategic management and IT consulting services to the federal civilian and defense agencies. She has built a management team of certified professionals and continues to show her support for veterans oversees and in the U.S. SRE is the largest corporate sponsor for Final Salute, Inc. King also serves on the board of this organization which provides safe and suitable housing for homeless female veterans and their children.
