SREB Reports Track Actions for 2013

How did state legislatures address education this year? legislative and budget actions that affect public education in the 16 Southern Regional Educational Board states are summarized — both by state and by topic — in two SREB reports. Both are available in PDF format on SREB’s website.

State budgets for general fund, K-12 and higher ed 
Budgets are still rising slowly for the most part, though growth in revenues often is offset by increased need for services. Several states supported pay raises for teachers and faculty. Tax relief remains an interest for state legislatures.

College and career readiness
Readiness for college and careers was the subject of legislation to strengthen standards and pathways for students from the early grades through high school. 

Educator effectiveness
Teacher evaluation systems are important in the readiness discussions, and teacher preparation is gaining more attention.

College degree completion 
Efforts addressed barriers to completion such as affordability and transfer of credit. Several states passed laws to help active military personnel whose service interrupts their education.
with flexibility in operations
Bills in a number of states allow districts to innovate to raise student achievement and address assessment for disabled students.

How SREB states distribute funding to public schools based on low-income families is the subject of a new summary. > 

SREB State Services is a resource for information on trends, issues and specific state actions related to education in the 16 SREB states. SREB staff members meet with state leaders during legislative sessions to provide helpful policy, research, data and information about actions in other states.

Legislative reports publish governors’ proposals, current legislative actions, bills and funding for education, approximately monthly during the legislative sessions.

Legislative Briefing is an annual summary of actions across the SREB region by topic.

The Southern Regional Education Board works with 16 member states: Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia and West Virginia. A nonprofit, nonpartisan organization based in Atlanta, SREB was created in 1948 by Southern governors and legislatures to help leaders in education and government advance education and improve the social and economic life of the region.
