Tree Root Risk Assessment Tool Workshop

A Tree Root Risk Assessment Tool Workshop was held on the 18 February with a small working group of council arborists experiencing a high number of tree root related claims.

The aim of the workshop was to develop a formal approach to assessing tree root requests and implementation of treatments which can then be provided in draft, to all members for their review and input.

A template assessment tool is being developed and further consultation with the working group will occur in the coming months. Updates will be provided at the Best Practice Forums and in the bulletin. Minutes of this meeting are attached.

New privacy laws commenced

Changes to the Privacy Act 1988 have now commenced, which affects the way personal information should be handled within local government.

MAV Insurance Counsel, Kristine Purcell has provided some advice regarding these changes.

MAV Submission on the Water Bill exposure draft

The MAV submission on the Victorian Water Bill exposure draft is now published.

The Victorian Government released the Water Bill Exposure Draft in late 2013 and held a series of forums around Victoria between 29 January-7 February.

A significant victory has been achieved during these reforms, with the exposure draft providing greater protections for Victorian councils from liability, for flows from council drainage assets onto private property.

Councils will also be able to use the ‘resources defence’ in these cases.

The government plans to finalise the draft bill in the coming months, with a view to submit it to parliament mid-year.

Once passed by parliament, the Act will come into effect on 1 January 2016, to allow sufficient time for the regulations and subordinate instruments to be prepared.

Vital funding announced for our roads

The Federal Roads to Recovery (R2R) program, which assists councils with vital funding for municipal road maintenance and renewal, has been extended to 30 June 2019.

New safety standards for inflatable pools

Newly introduced Safety Standards require portable inflatable pools to feature mandatory safety warnings outlining potential drowning hazards.

While not directly impacting councils, building inspectors and other staff should be aware when inspecting private facilities and providing advice.
