LEAP update

There are now 22 councils participating in the LEAP Program.

In October, six councils in the Gippsland region joined the program with the view to improve their procurement functions, identify collaborative opportunities, promote local economic development, and explore shared services.

In the next few weeks the councils will have their data cleansed and categorised into the spend analysis dashboards, making their individual council data meaningful and comparable as a region. By March next year the region will participate in their first spend analysis workshops where opportunities are identified and a tailored LEAP plan drafted based on their priorities for improvement in the next 12 months.

Benefits for councils and regions participating in the MAV LEAP Program include:

  • Visibility of category and contract savings opportunities
  • Informing regional collaborative procurement projects
  • Driving a shared services delivery of procurement and other core services
  • Delivering targeted support to each council and region to continuously improve
  • Ability to monitor compliance with policy and probity performance.

MAV Procurement feedback survey

To assist planning for the next 12-24 months, the MAV Procurement team would like your feedback via a short survey. Feedback will enable us to provide councils with a suitable range of contracts and other services, and develop a tender timetable to achieve contract continuity for councils accessing MAV Procurement contracts.

Suggested focus areas identified by this survey will be communicated after the survey and planning process is complete.

Marketing and Print Services tender

The Marketing and Print Services (MB8210-2015) tender evaluation has now been finalised and the new contract will commence on 15 November.

Debt Recovery tender

The re-tender for the current Debt Recovery Services (DR8410-2015) contract will be advertised in November. The indicative timeframe for the project is:

  • Tender Release: November
  • Evaluation: Late November - December
  • Agreements/Contract negotiations: January - February
  • Contract Commences: 1 March 2016

Content Management System

The tender for the provision of a Content Management System (CM4323-2015) will be advertised in November. The indicative timeframe for the project is:

  • Tender Release: November
  • Evaluation: December - January
  • Agreements/Contract negotiations: February
  • Contract Commences: 1 March 2016

Land and environment audit services

Requests for tender for the provision of Contaminated Land and Landfill Consultancy & Environmental Audit Services closed on 5 October.

The RFT is currently in the evaluation stage. A recommendation paper is due to be circulated to councils by 20 November. It is expected that contracts will be finalised and a panel established during December.

For councils interested in being kept up-to-date on the status of this tender, and to receive a copy of the tender evaluation recommendation paper, please complete an Expression of Interest Form and return to Alison Hawkins.

Recruitment Services

MAV Procurement continues to work on the contract replacement program for Recruitment Services Contract RS8017-2015 which expired on 31 October.

As previously communicated, a two-stage RFT process is being undertaken to cover the recruitment requirements for the sector.

Stage One – Recruitment Neutral Vendor Managed Service

Stage one is now complete.

MAV Procurement in conjunction with Comensura Pty Ltd held two information sessions and one webinar for human resource and procurement professionals during October, which provided an in-depth view of the Comensura model, system, process and implementation process. For those who were unable to attend, an additional webinar session may be held in November where numbers indicate a need. If your council is interested in attending a webinar, or would like to arrange for Comensura to provide a presentation to your council, please contact Alison Hawkins on 9667 5518.

The Recruitment Neutral Vendor Managed Service RS8017-2015NV contract has now been executed and is available on Vendor Panel.

Councils who have provided an expression of interest during the RFT stage will have access to this contract via Vendor Panel. For those who would like access please complete the Contract Access Form and return to procurement@mav.asn.au.

Stage Two – Recruitment Neutral Vendor Managed Service

Recruitment Services contract RS8017 has now expired.

Request for Tender for Permanent Recruitment classified level and above will be published during November. This is one month later than expected.

MAV Procurement seeks additional representation on the Tender Evaluation Panel from human resources specialists to ensure the establishment of this panel of providers is in-line with council expectations and requirements for the permanent placement of staff.

NPN fleet update

The National Procurement Network's (NPN) new fleet contracts (Specialised Trucks & Bodies NPN1.15 & Plant Machinery Equipment NPN2.15) are up and running on Vendor Panel and are immediately available for councils to issue RFQs. The majority of suppliers are now listed, however there are still a few outstanding where deeds are being finalised. We will keep you updated via the bulletin, however we expect the remaining suppliers should be available over the next week, so keep an eye out on Vendor Panel.

Fuel & Lubricants

This NPN arrangement is currently undergoing a refresh which will allow councils in New South Wales to access the contract. Existing suppliers will not be affected by this process and will continue to trade as per usual, however as a result of the refresh additional suppliers may become available nationally. We will provide further information as this process progresses.

BP has recently added Ocwen as a subcontractor for their bulk fuel offering in some areas. Ocwen will take over ordering, delivery and invoicing for some councils, however all Terms and Conditions will remain unchanged from the original BP/Reliance contract.

ICT Professional Services & Leasing

The ICT Professional Services & Leasing (ES8111) tender (alternative to state eServices register) has closed and is currently under evaluation with a view to having this panel available for councils to access from December.

Virtualisation Software

A working group has been put together to discuss the sector direction for its ongoing virtualisation (virtual machine) requirements, which are currently covered under our existing VMWare contract (expiring June 2016). We will shortly be sending a link to a survey via email, and to the MAV Technology Yammer network, to gain feedback from the ICT sector before deciding the next steps in this process.
