MAV Procurement Leaders Conference

As part of the MAV's ongoing commitment to supporting the performance of the sector, MAV Procurement is excited to be hosting the third annual Procurement Leaders Conference.

This year's conference will be held at Peppers Sands Resort, Torquay on Thursday 2 March and Friday 3 March.

The conference will explore maximising your strategic value to the organisation and how you as a procurement leader can develop professionally and expand the reach of the procurement function within council.

The MAV Procurement Leaders Conference provides a unique opportunity for procurement staff across local governments in Victoria to share, grow and collaborate.

MAV Procurement training

MAV Procurement and Contract Management Series

The MAV Procurement and Contract Management Series has launched and courses are now open for registration.

The series incorporates a variety of courses designed to build general and more specific skills in procurement and contract management within the context of local government.

By applying structured procurement and contract management processes, you can:

  • reduce risk
  • increase value for money outcomes, and
  • drive efficiency through your council.

The Procurement and Contract Management Training series is targeted at local government managers and officers, as well as elected representatives.

The first course to run the in series is on Spend Analysis Essentials for Savings, Efficiencies, Compliance and Collaboration. This one-day course will cover internal analysis, external factors such as economic development, how to drive fact-based procurement and contract management decisions. Designed for procurement and finance professionals, it will also teach you which data sources to apply.

eLearning Program

To complement the existing MAV Procurement professional development and LEAP programs, we have now launched a new range of procurement eLearning modules specifically developed for Victorian local government.

The initial modules available to councils are as follows:

  1. Procurement essentials
  2. Contract management essentials
  3. Probity for purchasing and procurement

The eLearning modules provide councils with a cost-effective and easily accessible platform to embed procurement practices across the entire organisation. They deliver a consistent message and provide an audit trail for measurement of participation and learning outcomes.

The modules can be used for new staff induction or as a regular refresher for those staff involved in the procurement and contract management process.

If your council is interested in accessing the newly developed MAV Procurement eLearning program, we are able to provide a free trial for you to review the contents of each module.

To date 19 councils have requested access with a number soon to roll-out the training across council.

LEAP update

Throughout February, the Northern Metropolitan Region of councils will be participating in a series of three category strategy workshops to identify savings opportunities, inform priorities and explore shared service opportunities.

Upon completion of these workshops, a LEAP Plan for the region will be presented to the corporate services directors group and put the region on a path to achieve the objectives.

Benefits for councils and regions participating in the MAV LEAP Program include:

  • Visibility of category and contract savings opportunities
  • Inform regional collaborative procurement projects
  • Driving shared services delivery of procurement and other core services
  • Delivery of targeted support to each council and regions to continuously improve
  • Ability to monitor compliance with policy and probity performance.

Contract updates

BP8411 – 2017 Bill Payment Services

The contract for Bill Payment Services (BP8411) is expiring on 31 May and will be re-tendered shortly. The indicative timeline for this tender is:

Tender open: late Feb/early March
Tender Close: March
Evaluation complete: April
Contracts signed: late April
New contract commencement: 1 June

EA4323 – 2016 Provision of a solution for electronic assessment and approval of council permit applications

The tender for a solution for the electronic assessment and approval of Council Permit applications, including solutions for electronic and digital signatures, closes on 17 February.

PP4924 – 2016 Provision of park and playground equipment

The new contract for the provision of park and playground equipment open space and recreational infrastructure, outdoor furniture and related products and services (PP4924-2016) is now up and running on VendorPanel.

Some contracts are in the process of being finalised, however the majority are currently available.

DT9314 – Demographic Resources

Existing contract DT9314 Demographic Resources expires on 31 July.
MAV Procurement is seeking expressions of interest from councils regarding the RFT process for a replacement panel.

Workwear and Personal Protective Apparel

The Workwear and Personal Protective Apparel (NPN3.11-2) panel is up and running on VendorPanel with 12 suppliers currently available to councils.

The supply of workwear and personal protective apparel includes footwear, hand protection, eye protection, hats, shirts, jumpers, jackets, trousers, shorts and socks.

Agreements are with the remaining suppliers for execution. It is expected the panel will be fully operational by end of February.

Civil Works: Roads, Bridges and Road Resurfacing

The evaluation of submissions for this panel has now been completed and the recommendation report will be available for councils to review shortly.

Contracts will be put in place with the appointed suppliers over the next few weeks with a view to having the panel arrangement available to councils by March.

Microsoft Software

MAV Procurement and Microsoft will shortly be running an information session as we kick of the process to put a new Victorian Local Government Microsoft Agreement in place to replace our existing contract which expires at the end of June.

We will circulate information and invites for the upcoming session via email this week and will update councils during the session regarding the tender process, as well as a providing a general Microsoft product update.

Industrial, Construction, Electrical and General Hardware

Evaluation of submissions for the Industrial, Construction, Electrical and General Hardware panel are still ongoing and it is now expected that this preferred supplier arrangement will become available to councils in the latter part of quarter two.

The recommendation report will be circulated to registered councils as soon as it becomes available and we will continue to provide updates to councils via the bulletin and/or email.

MAV Procurement will shortly be going back out to market to source new contracts for the supply of electricity in the following categories:

  • Small Tariff Sites
  • Large Buildings & Facilities
  • Street lighting
  • Green Power

New contracts will be in place to cover small tariff site contracts expiring from 30 June; and large buildings and facilities, street lighting and green power contracts expiring from 31 December.

Fuel and Lubricants

MAV Procurement and the NPN have recently come together to begin working on a replacement for our existing Fuel and Lubricants panel which expires in September this year.

A survey request was sent out recently seeking feedback on existing arrangements and ongoing requirements, and we would like to thank those who took the time to respond. We will keep councils updated on the progress of this project via this bulletin and direct email to registered councils.

Contract extension

LM5513 – Library Materials

We wish to advise contract LM5513 – Library Materials has been extended for an additional 12 months.

This is the second and final extension available under this contract. The expiry date is 20 January 2018.

Contract provides for the supply of the following products and services:

  • Supply and shelf-ready delivery of print and non-print library materials
  • Periodicals and journals
  • Electronic ordering (with the ability to integrate with council ordering systems)
  • Cataloguing
  • End Processing.
