Note from MAV

In light of the recent release of numerous consultation papers by the State Government, the MAV is relaunching its Environment Bulletin in an effort to keep councils better informed of our activity and the State’s. As detailed below, over the coming weeks we’re hosting a number of consultation and briefing sessions so that councils can hear directly from the State regarding the various projects and reviews underway.

Biodiversity and Native Vegetation reviews

The Department of Environment, Land, Water and Planning (DELWP) recently released Protecting Victoria’s Environment – Biodiversity 2036 for consultation. The draft strategy is a 20-year plan for stopping the decline of Victoria’s biodiversity. Submissions are sought by 15 May and the MAV will be making a submission in consultation with councils.

DELWP has also released a related consultation paper on the Native Vegetation Clearing Regulations. The paper sets out the issues identified by a range of stakeholders with the current planning provisions and makes 29 improvement suggestions. The MAV will also be making a submission which will be informed by a survey.

The MAV is holding a local government briefing and workshop on both documents. The session details are:

DELWP is also holding regional consultation sessions for the Biodiversity Strategy.

Water for Victoria

DELWP has released the Water for Victoria discussion paper for consultation. The discussion paper outlines the need to balance agricultural, industrial, recreational and environmental needs, to get the most out of our water resources. The plan also recognises that the sector needs to work more closely with local communities when making critical decisions about their water supplies. The MAV has been a member of the Water for Victoria stakeholder group and has provided input into the discussion paper.

The MAV has arranged a local government briefing and workshop on the discussion paper. The details are:

DELWP will also be holding regional consultation sessions on the discussion paper.

Marine and Coastal Act

DELWP is developing a new Marine and Coastal Act in order to improve management and oversight arrangements for our bays, coasts and marine parks.

Council CEOs and senior officers are invited to a workshop with DELWP to hear about the proposed reforms, and to provide feedback on key issues and opportunities for the coast and marine environment. Councils’ input at the workshop will help shape a DELWP consultation paper that will be released for community input in mid-2016.

The workshop details are:

  • Wednesday, 13 April
  • 10am – midday, followed by a light lunch

Port Phillip Bay Environmental Management Plan

In collaboration with Melbourne Water, DELWP is developing a new Environmental Management Plan (EMP) for Port Phillip Bay. The EMP provides a framework for government and other organisations to work together effectively to address key threats to the Bay’s health.

Councils are invited to a consultation session with DELWP and Melbourne Water to hear about the work done to date and provide feedback on the draft EMP framework.

The session details are:

  • Thursday, 21 April

DELWP Scholarship Program

DELWP recently announced a second round of scholarships for council senior executives to attend the Enhancing Local Government Service Delivery training program. The course is delivered by the University of Technology Sydney: Centre for Local Government and will run on 3-5 May 2016 in Melbourne and 17-19 May in Wangaratta. The course comprises three days of onsite formal training in addition to up to two days of online pre-course work and reading.

Applications must be lodged by 7 April. Enquiries and expressions of interest for the course should be directed to Narelle Martin or by calling 0477 313 911.

In brief…

  • The State Government’s response to the Independent Review Committee’s report for the review of the Climate Change Act 2010 is expected within the next few weeks. The committee’s report contained 33 recommendations including that the Act should include: a long-term emissions reduction target, as well as interim targets; a Charter of Climate Change Objectives and Principles; and a requirement for the State to produce a five-yearly Climate Change Strategy that addresses emissions reduction, climate change adaptation, and disaster risk reduction. It was pleasing to see a number of points raised in the MAV submission addressed in the Committee’s report.
  • The Ministerial Advisory Committee (MAC) for the independent Inquiry into the Environment Protection Authority (EPA) delivered its report to the Minister for Environment, Climate Change and Water on 31 March. The Minister is expected to release the report shortly. A copy of the MAV submission to the inquiry is available online.
  • Save the Date! The MAV will be holding an Environment Conference on 12-13 July at Melbourne Park. More details to be released shortly.
