Legislative Updates
Great news! The NH House voted to kill HB 1431, which would have required teachers to report to parents on a child’s sexual and gender identities, to the detriment of the mental health and well-being of LGBTQ+ youth in our state. Read NH Bulletin article. In more good news, HB 103 passed by a vote of 246-105, which is one of two identical bills headed to the Governor's desk that extends the state’s Medicaid program to cover dental services for adults. An omnibus bill that comprises 29 issues, including building a new legislative parking garage, also passed yesterday. Bi-State and our NH Health Care Consumers & Providers COVID-19 Coalition partners are asking the Governor to veto anti-public health bills including: HB 1022, which permits pharmacists to dispense the drug ivermectin by means of a standing order and HB 1606, which weakens NH’s vaccine registry by forcing individuals to opt in to participate rather than allowing them to opt out, as is the case under current law. Stay tuned!

6/7 NH CEO Call
We look forward to seeing you Tuesday, June 7th at 9:00 am for our last CEO Call before summer break! We will not have CEO Calls in July or August. Elise Bolster from the NH Food Bank will join us at 9:00 am to share best practices and provide updates on the SNAP program, followed by Mary Dowes from BerryDunn who will speak about the NH Rebasing Project. NH Health Alert Network
On May 23rd, NH DHHS released a HAN on a Salmonella Enteritidis outbreak in Manchester with recommendations for clinicians on testing and reporting any cases of Salmonella infection.  
NH DHHS Provides Resources During Infant Formula Shortage
On May 25th, NH DHHS published a press release reminding NH parents and caretakers that babies up to 12 months of age should only be fed breastmilk or infant formula, despite the ongoing formula shortage. The NH Supplemental Nutrition Program for Woman, Infants and Children (WIC) Nutrition Program has temporarily expanded the brands, container sizes and forms of baby formula so parents and caregivers enrolled in WIC have access to all possible substitutions.
Ukraine Refugees in NH & SNAP
NH Legal Assistance wants to know if you are hearing about Ukrainians who are being denied public benefits because they have been granted Humanitarian Parole of less than 365 days. Please contact Ray Burke at or Dawn McKinney at if you know someone impacted by this issue.

CDC HAN: COVID-19 Rebound After Paxlovid Treatment

The CDC is issuing this Health Alert Network Health Advisory to update healthcare providers, public health departments, and the public on the potential for recurrence of COVID-19 or “COVID-19 rebound.” Paxlovid continues to be recommended for early-stage treatment of mild to moderate COVID-19 among persons at high risk for progression to severe disease.

CDC Strengthens Recommendations and Expands Eligibility for COVID-19 Booster Shots

CDC has expanded eligibility of COVID-19 vaccine booster doses to everyone 5 years of age and older, recommending that children ages 5 through 11 years should receive a booster shot 5 months after their initial Pfizer-BioNTech vaccination series.

First Edition of Climate and Health Outlook from HHS and OCCHE

The Office of Climate Change and Health Equity (OCCHE) and the Department of Health and Human Services have released the first edition of Climate and Health Outlook. The May 2022 edition discusses Extreme Heat.

COCA Call Regarding Monkeypox

What Clinicians Need to Know about Monkeypox in the US and Multiple Countries was held on Tuesday, May 24, 2022. The COCA Call presented what clinicians need to know about monkeypox including guidance about the typical clinical presentation, treatment options, pre- and post-exposure prophylaxis, and reporting to public health authorities.

Long COVID Studies

A new CDC report Post-COVID Conditions Among Adult COVID -19 Survivors indicates that as many as one in five adults who’d gotten COVID-19 exhibited long term symptoms. The Skimm posted an article on identifying long-term symptoms. Impacts are wide, the CDC noted disorders affecting the heart, lung, kidneys, mental health, and more. It came as a separate study found that being vaccinated seemed to help reduce the chance of lung and blood clot disorders but not the many other issues that can emerge. CNN summarized information in their weekly newsletter.

Funding Opportunities
HRSA CHW Training Program

The Community Health Worker Training Program is focused on expanding the public health workforce by training 13,000 CHWs, as well as building their knowledge and skills. Approximately up to 75 grantees will receive a total of $226.5 million over a period of three years. To learn more about eligibility, visit Grants.govThe application deadline is June 14, 2022.

HRSA Rural Northern Border Region Health Care Support Program

On May 20th, the HRSA Federal Office of Rural Health Policy announced the availability of nearly $2 million in funding through the Rural Northern Border Region Healthcare Support Program. This program will provide support to rural counties in Maine, New Hampshire, Vermont, and New York in their efforts to increase access to health care, including behavioral health services, recruitment and retention of health care providers and assist rural hospitals and clinics in their efforts to take part in health care value efforts. The one award recipient funded through this program will provide technical assistance in eligible HRSA designated rural counties or rural census tracts within the Northern Border Regional Commission (NBRC) service area. The application deadline on is July 1, 2022 at 11:59 pm.

HRSA SUD Treatment & Recovery Loan Repayment Program (Webinar 6/2, 2:30 pm)

Pay off your school loans with up to $250,000 from the Substance Use Disorder Treatment and Recovery Loan Repayment Program in exchange for six years of full-time service at an approved facility. You can apply now if you are a behavioral health clinician or support worker, clinical support staff or trained in substance use disorder treatment. Trauma-Informed Care in Pediatrics
The NH Pediatric Improvement Partnership recently received continued funding from the NH Children’s Health Foundation to support a second cohort of pediatric and family practice in addressing childhood adversity. The initial phase of this work (scheduled for this spring) includes providing a free one-hour, on-site training about trauma-informed care in pediatric primary care settings and an opportunity to partner with NHPIP to plan and pilot a workflow to assess and respond to toxic stress and build resiliency. This training is available to any NH pediatric or family practice. HRSA Test to Treat Webinar (6/2, 2:00 pm)
While increasing rates of COVID-19 infections are concerning, we have tools available to stop the spread and prevent severe disease. HRSA invites you to join us for a discussion on the role of HRSA and HRSA-supported organizations in reducing COVID-19’s impact on communities nationwide. This event includes the opportunity to hear directly from the White House on the importance of Test to Treat as a strategy to mitigate the impact of COVID-19.
The session will feature HRSA Administrator Carole Johnson, White House COVID-19 Coordinator Dr. Ashish Jha, and a panel with HRSA-supported health centers, rural health clinics, and participants from HRSA’s Community Based-Workforce for COVID-19 Outreach program. This panel will share their best practices on community outreach, education, testing, and treatment. The session will conclude with an opportunity to ask our experts your questions about COVID-19 programs and the Test to Treat model.
