Representatives from government, ASM operators, women’s groups, large companies and civil society organisations agreed that the ‘time is right’ for a dialogue based on evidence and focused on solutions. There was consensus that ASM needs to be recognised as a key part of the country’s mining sector, with great potential to spur local economic development, particularly as part of the country’s second national Five Year Development Plan.

Towards better ASM governance in Madagascar
Madagascar’s ASM sector accounts for about one million jobs and the livelihoods of an additional 2.5 million Malagasy people. Income from ASM complements what many rural communities earn from agricultural activities.
IIED is supporting GIZ Madagascar's environmental programme who, together with the country’s government and other stakeholders, are working towards improved governance in the country’s ASM sector. The dialogue process started in 2015 and is now active in the country’s southern region of Atsimo-Andrefana and in DIANA, a region in the north of the island nation. Local working groups, comprising government, ASM and civil society representatives, have developed ‘action plans’ for better ASM governance, which were shared with the national government and other stakeholders in October 2016 in Antananarivo. Toni Aubynn, chief executive of Ghana’s Minerals Commission, shared with fellow government officials how the Ghanaian ASM dialogue is helping build a more sustainable and productive ASM sector in that country.

New voices: Ghanaian miners, students and civil society representatives talk about ASM

In early 2016, a dialogue in Ghana presented an opportunity to bring stakeholders together and find solutions to realise the potential of small-scale mining.
Organised with local NGO Friends of the Nation (FON) Ghana, more than 50 representatives from Ghanaian government, civil society, academia, and industry visited small-scale mine sites and participated in discussions at a workshop. They shared their thoughts about the event and what they had learned about the ASM sector during the four days of the dialogue.
